Chapter 1 A brief introduction to cosmetics regulation in Vietnam

1. Eaa and Introduction

Cosmetics in Vietnam are manufactured by the Ministry of Health of Vietnam,  the Drug Administration of the Ministry of Health, Vietnam (MOH) The DAV is responsible for receiving and processing access applications as well as post-listing supervision.

Vietnamese cosmetics regulations follow the ASEAN Cosmetics Directive and all cosmetics need to be registered before they can be imported, distributed and sold in Vietnam.

3. Vietnam Cosmetics Definition

Cosmetics are substances or products that come into contact with various external organs of the human body, such as the skin, hair system, fingernails (toes), lips and external genitals, or teeth and mucous membranes in the mouth, for the main purpose of cleaning, aromatizing (giving off fragrance), improving appearance, improving body odor, protecting or maintaining them in good condition.

4. Entry requirement

• Letter of authorization (notarized)

• Copy of Importer's Business Registration Certificate (signature and seal required)

• Certificate of Free Sale (CFS) (Notarized)

• Cosmetic application form (including product information, full ingredients, etc.)

• Quality system documentation (ACD compliant)

• Details of local agents and principals, importers and principals

• Cosmetic declaration document

• Label, Product Information File (PIF)

Chapter 2 Registration process, cycle & Government fee

1. Registration flow chart

 Submit documents and pay official fees to DAV--> DAV receiving data (1 working day)- > DAV processes cosmetic application information after receiving the fee:

A、If the requirements are met, the cosmetic receipt number will be issued within 3 working days;

B、If you do not meet the requirements, DAV5 working days notice to make up -> 5 working days to complete the feedback --> If still not qualified, DAV5 working days to send a rejection notice;

C、If the DAV does not receive the supplementary documents within 3 months from the date of the written notice of the supplementary comments, the application will be published and will no longer be valid.

If you want to continue your application, you will need to submit a new application and pay a new official fee as required.

2. Registration period and official fees

4-16 working days after the official receipt of the fee, the specific period is subject to the actual.

Chapter 3 FAQ 

Q：How long is the validity of the cosmetic registration certificate?

A：Five years.

Q：Can I renew my registration certificate when it expires? How to operate?

A：Agreed. The renewal application and renewal fee should be submitted before the expiration date.
