3. Definition and classification of food in Singapore
According to the FSSB, "food" includes the following:
(a) Any substance or article (including living things, formulations and partial formulations) that is used for, can be used for or is represented as intended for human consumption;
(b) Any substance or article that is used, can be used or is represented as being usable as an ingredient or food additive to the substance or article referred to in paragraph (a);
(c) Any substance used in the preparation of a substance or article referred to in paragraph (a) (other than a substance used in the preparation of a biological substance);
(d) Gum or ingredients or food additives in gum, or any substance used in the preparation of gum;
(e) Any substance or article officially declared as food.
At present, seven categories of food or food commodities are listed in the regulations, namely: meat, fish, fresh fruits and vegetables, shelled and processed eggs, processed foods and food utensils, live animals (live poultry and livestock), rice.
For regulated foods, there are additional requirements, including not limited to HACCP (Hazard Analysis Critical Control Point) certificate, GMP certificate (Good Manufacturing Practice), hygiene certificate/export food certificate issued by the competent food or veterinary authority of the country or region of origin, factory permit issued by the regulatory authority of the country or region of origin, etc.
