Cosmetics Act B.E. 2558 (2015)
Per the Thailand FDA, a product qualified as a cosmetic must meet the definition set out in Section 4 of the Cosmetics Act B.E. 2558 (2015), which defines cosmetics as follows:Articles intended to be applied to, rubbed on, massaged into, sprinkled on, sprayed on, dropped on, placed on, perfumed on, or applied by any other means to external parts of the human body (including the teeth and mucous membranes of the oral cavity), for the purposes of cleansing, beautifying or altering appearance, preventing body odors, or protecting or maintaining the relevant body parts in good condition. This covers skincare products, but excludes ornaments and accessories used externally on the body.Substances specifically designated as raw materials for cosmetic manufacturing.Any other articles classified as cosmetics under ministerial regulations.
Aligned with the ASEAN Cosmetic Directive (ACD), cosmetics in Thailand are divided into 16 major categories, including products for infants and young children, bath products, make-up products, deodorants, hair removal products, perfumes and fragrances, hair care products, men’s grooming products, oral care products, skin care products, and sun protection products.
