Definition and Exclusion Scope of Cosmetic Products

1.DefinitionA cosmetic product in Singapore refers to any substance or preparation intended to come into contact with the external parts of the human body (skin, hair, nails, lips) or the inside of the oral cavity (including gums, teeth and tongue), for the purposes of cleansing, perfuming, modifying appearance, eliminating body odour, protecting or maintaining good condition.2.Products Not Classified as CosmeticsInjectables and eye dropsOral products (such as tablets, capsules and beverages)Products with therapeutic efficacy (such as acne treatment creams)

Prerequisites for Market Access

Singapore operates a voluntary notification scheme for cosmetic products. Where a manufacturer intends to complete product notification in Singapore, it must appoint a local representative based in Singapore as the notifier, who shall submit the cosmetic notification application to the HSA.

Notification Procedure, Timeline and Official Fees

1.Notification Procedure

Standard procedure: Confirm that the product falls within the definition of cosmetics → Verify that product ingredients comply with the requirements of the Cosmetic Guidelines → Submit an application for new cosmetic product notification via the PRISM system → Review by the HSA → Completion of notification

2.TimelineProcessing time: Instant. Upon submission of complete information online via the PRISM system and completion of payment, the system will immediately generate an Acknowledgement of Notification. The product may be legally placed on the market once the acknowledgement is received.Validity period: 1 year. Annual re-notification is required; otherwise, the product shall not be supplied on an ongoing basis.

3.Official Fees (Unit: Singapore Dollar, SGD)

In accordance with the latest fee revision effective 1 July 2024, notification fees are classified by product risk level:For high-risk products (products applied around the eyes or on the lips, oral or dental care products, hair dyes containing diamine compounds): SGD 28 per single product or each of the first 3 variants of a productSGD 8 per each of the fourth and subsequent variantsFor all other general cosmetic products: SGD 13 per single product or each of the first 3 variants of a productSGD 8 per each of the fourth and subsequent variantsThe same fee standard applies to annual re-notification.High-risk cosmetic products include products applied around the eyes, lip products, oral and dental care products, and hair dye products containing diamine compounds.The applicable fees for both initial notification and annual re-notification are specified as follows:For an individual product, or each of the first three variants belonging to the same product line: SGD 28 per product.For the fourth variant and any additional variants thereafter within the same product line: SGD 8 per product.
