The authority is responsible for formulating cosmetic regulatory policies, administering market access procedures, and conducting post-market supervision, among other functions.Great Britain comprises England, Scotland and Wales. British definition of cosmetics

A cosmetic product in the UK refers to any substance or mixture intended to come into contact with the external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity. Its exclusive or main purposes include cleaning, perfuming, modifying appearance, protecting, maintaining good condition, or eliminating body odours.

Documents Required for Notification Filing

Notification is primarily completed by submitting relevant information via the online SCPN (Submit Cosmetic Product Notifications) system, rather than uploading a full set of documentation packages. However, the Responsible Person must prepare the complete Product Information File (PIF) and keep it available for inspection by the competent authority at any time.

Q:What is SCPN(Submit Cosmetic Product Notification,SCPN )?

A:SCPN is the filing system established by the United Kingdom after Brexit to replace the CPNP.

Q:How long is the validity period of SCPN after completion?

A:The validity period of the cosmetics filing is related to the agreement time of the UK agent. PIF is kept for at least 10 years after the last batch of products is released.

Q:Can the SCPN record be renewed after expiration?

A:It is only related to the agency agreement, and the replacement of the agent needs to be re-filed.

Q:What are the requirements for animal testing for cosmetic filing?

A:Cosmetic products shall not be allowed to be manufactured if their ingredients, combinations of ingredients or final formulations have been tested on animals to demonstrate their safety within the meaning of this Regulation. GB sold on the market. However, in order to meet the requirements of the regulation, historical animal test data from animal tests conducted before such tests were banned at EU level can still be used.
