Food Safety and Security Bill 2024 (FSSB)
As defined under the Food Safety and Security Bill (FSSB), the term "food" covers the following categories: (a) Any substance or article intended, available or represented for human consumption, including live organisms, fully formulated and partially formulated food products; (b) Any substance or article used, available or represented as ingredients or food additives for the items specified in paragraph (a); (c) Any raw material used for manufacturing the products covered under paragraph (a), excluding substances for culturing live organisms; (d) Chewing gum, together with its ingredients and food additives, as well as raw materials for chewing gum production; (e) Any other substance or article officially designated as food by regulatory announcement.Seven categories of food commodities are specified under current regulatory provisions, namely meat, fish, fresh fruits and vegetables, shell eggs and processed eggs, processed foods and food contact materials, live livestock and poultry, and rice.Controlled food products are subject to supplementary regulatory requirements including, but not limited to, HACCP (Hazard Analysis and Critical Control Points) certificates, GMP (Good Manufacturing Practice) certificates, sanitary/export health certificates issued by the competent food or veterinary authorities of the country/region of origin, and manufacturing establishment licences granted by the origin’s regulatory authority.

2.Processing TimelinesIn accordance with official information released by the Singapore Food Agency (SFA), the official review period for manufacturing establishment licence applications is approximately 3 working days upon complete submission of all application materials, and the full end-to-end registration process generally takes 8 weeks.For high-risk commodities such as meat and egg products, applicants shall obtain prior SFA approval for their source production facilities before submitting licence applications. This pre-approval procedure may extend the overall processing duration.
