Cosmetic products in Indonesia are under the unified regulation of the National Agency of Drug and Food Control of Indonesia (Badan Pengawas Obat dan Makanan Indonesia, abbreviated as BPOM). Definition and Classification of Cosmetic Products

1.DefinitionA cosmetic product refers to any substance or preparation intended to come into contact with the external parts of the human body (skin, hair system, nails, lips and external genital organs), or with the teeth and mucous membranes of the oral cavity. Its primary purposes include cleansing, perfuming, improving appearance, modifying body odour, protecting the relevant body parts, or maintaining them in good condition.2.ClassificationIn line with the ASEAN Cosmetic Directive (ACD), cosmetics in Indonesia are categorized into 16 major groups, including products intended for infants and children, bath products, make-up products, deodorants, hair removal products, perfumes and fragrances, hair care products, men’s care products, oral care products, skin care products, and sun protection products.

Prerequisites for Market Access

① Detailed information of the Indonesian importer and its responsible person, which shall be consistent with the information registered under the Nomor Induk Berusaha (NIB, Business Identification Number); ② Power of Attorney issued by the overseas manufacturer; ③ Notarized Free Sale Certificate (FSC) and compliant quality management system documentation (notarized); ④ Trademark registration certificate (if applicable); ⑤ Agreement document between the applicant and the certificate holder; ⑥ Brand declaration document, full product ingredient formulation list, compliant product labels, and Product Information Document (DIP, the Indonesian equivalent of the Product Information File / PIF).

Language for Notification Filing

English or Indonesian. If the original documents are drafted in other languages, they shall be translated into Indonesian or English by a sworn translator.

Notification Procedure, Timeline and Official Fees

Standard procedure: The applicant logs into the official BPOM online cosmetic notification system (https://notifkos.pom.go.id) → completes the online notification template and submits the application with all required materials → BPOM conducts verification of the submitted template and product formulation → upon successful verification, the system automatically generates a payment notice → the applicant completes the payment via bank transfer and finishes the payment verification process → the system issues the official cosmetic notification number and product ID; if the verification fails, the application will be returned for revision, or the applicant will be requested for further clarification, or the application will be rejected directly.

Official review timeline: 14 working days for general cosmetic products; 3 working days for perfume and fragrance products (excluding the time required for payment and payment verification).All official fees for cosmetic regulatory services in Indonesia are denominated in Indonesian Rupiah (Rp).
