一、Core Regulatory Authorities

Sri Lanka implements a well-defined regulatory system for medical devices, pharmaceuticals and in vitro diagnostic reagents, governed by two official bodies. All imported and domestic medical devices must complete compliance review prior to market launch:

(一)NMRA (National Medicines Regulatory Authority)
The highest medical device regulatory authority in Sri Lanka. It holds full authority over medical device classification determination, registration review and approval, certificate issuance, and post-market surveillance. NMRA is the final review and certification body for all registration submissions.

Key Rule: Product risk classification is solely determined by NMRA. Manufacturers cannot self-assign product classes; unauthorised self-classification will directly result in application rejection.

(二)MDEC (Medical Devices Evaluation Committee)

Responsible for technical assessment, document review and compliance evaluation of all medical devices. It provides professional technical opinions to support NMRA’s final approval and serves as the core technical department for registration evaluation.

二、Medical Device Risk Classification System

Sri Lanka adopts internationally recognised risk grading logic, categorising medical devices into four risk tiers from low to high, alongside three product categories to match different registration pathways:

Risk Classes:Class I (Low Risk), Class IIa (Low-Medium Risk), Class IIb (Medium-High Risk), Class III (High Risk)
Product Categories:General Medical Devices, Listed Devices, In Vitro Diagnostic Devices (IVDDs)

Key Exemption Policy:Medical devices included in the NMRA Listed Devices catalogue are exempt from manufacturing site registration, which greatly simplifies application procedures and shortens lead times.

三、Mandatory Preconditions

All non-Sri Lankan manufacturers must complete two pre-application preparations with no exceptions:
Appoint a Local Authorised Agent (MAH/Local Agent):Fully responsible for document submission, official liaison, supplementary information, post-market compliance, adverse event reporting and product recall. This is the only legal contact entity for overseas manufacturers.

Fixed offline submission window and location:Complete a Google Form online prior to hard-copy document submission. Registration dossiers are only accepted every Tuesday, 9:00–15:00, submitted physically to the NMRA 2nd-floor document reception. No applications are accepted outside this time.

四、Two Core Registration Pathways

Sri Lanka medical device registration is split into the Full Pathway (FMSA + PRD) and the Reliance Pathway (PRD only). Enterprises select the suitable route based on product type and overseas certification status. The Reliance Pathway delivers faster review and a reduced document scope.

Pathway 1: Full Pathway FMSA+PRD (Standard Application Route)
Applicable products:General medical devices, implantable medical devices (without high-recognised overseas certifications or non-listed devices)
Core workflowAppoint Local Agent → Manufacturing Site Registration (FMSA) → Product Registration (PRD) → Apply for Sample Import Licence (SIL) → Official laboratory testing → Review & Certification

Core FMSA Manufacturing Site Registration Documents:
  • Official FMSA application form
  • Local agent business licence, board registration documents, company registration certificate
  • Manufacturer’s Declaration of Conformity (covering manufacturing site, agent authorisation and document authenticity undertaking)
  • Local Compliance Responsible Person Statement, Agent Recall Consent Letter
  • Site Master File (SMF), mandatory for all FMSA applications
  • List of countries/regions where the product is exported

Pathway 2: Reliance Pathway PRD (Fast-Track Green Channel)
AdvantagesExempt from FMSA manufacturing site registration; only product documentation is reviewed. Shorter review cycle and lower cost, the preferred route for enterprises holding international certifications.

Recognised Countries / Regions (Core Reliance Basis):
  • General medical devices: USA, UK, Australia, Canada, Japan, Norway, Switzerland, all EU Member States
  • IVD in vitro diagnostic devices: Singapore added, covering all above EU and developed markets

Core workflow:Appoint Local Agent → Product Registration (PRD) → Sample Import Licence (SIL) → Sample testing → Review & Certification

五、Full PRD Product Registration Core Document Checklist

Both the Full Pathway and Reliance Pathway require PRD product registration core documentation. Supplementary technical materials are required according to product characteristics (sterile, active, IVD, implantable etc.). Full document list below:

General Base Documents:Official Form A/B/C, detailed product specifications, Manufacturer’s Declaration of Conformity, CE certificate (if available), EU Quality Management System Certificate, GHTF Summary Technical Documentation (STED), Essential Requirements Checklist, ISO 14971 Risk Analysis Report, Finished Product COA Test Report, product label, brochure, multilingual user manual (English / Sinhala / Tamil).

Specialised Documents by Product Type
  • Sterile devices: Sterility test report, sterilisation validation plan & report, EO residual test data, packaging integrity report, biological evaluation report
  • Active devices: IEC electrical safety and EMC test reports
  • Measuring devices: Metrology certification and device compliance certificate
  • Radiation-emitting devices: Atomic Energy Authority approval certificate
  • IVD reagents: Performance evaluation report, clinical test report, list of supporting consumables/reagents
  • Products containing biological/animal-derived materials: Raw material source list, BSE risk report
  • Software-based medical devices: Software verification and validation report

六、Certificate Validity & Renewal Rules

Sri Lanka medical device registration certificates are issued in two phases with clear validity terms. Enterprises must plan renewals in advance to avoid expiry impacting sales.
Provisional Registration Certificate:Issued upon initial review approval, valid for 1–2 years, for early market access and compliance operation.
Full Registration Certificate:Issued after review upon expiry of provisional certificate, valid for 5 years.

Renewal Requirement:Renewal application must be submitted 6 months before certificate expiry. Late submission requires full re-registration.

七、Key Takeaways for Overseas Applicants

  1. First verify whether your product falls under Listed Devices to obtain FMSA site registration exemption and save substantial time and cost.
  2. Products with certifications from recognised jurisdictions including EU, US, UK and Japan are recommended for the PRD Reliance fast-track route to greatly accelerate approval.
  3. Strictly adhere to the fixed Tuesday submission window and prepare complete dossiers in advance to avoid missed application deadlines.
  4. Mandatory appointment of a compliant local agent to manage official review communications, supplementary documents and post-market compliance.
  5. Prepare specialised test reports matching product attributes to prevent rejection and rework caused by missing documents.

八、Conclusion

Sri Lanka has clear, tiered medical device registration rules. Selecting the correct application pathway and preparing complete compliance documentation enables efficient market access filing. For overseas manufacturers, mastering local regulatory requirements is key to rapidly capturing the South Asian medical device market and achieving compliant product launch.
