Traceability for medical devices has long been a core priority for regulators and healthcare providers worldwide. Following the implementation of UDI systems in the United States and the European Union, Australia’s Therapeutic Goods Administration (TGA) has accelerated development of its domestic Unique Device Identification (UDI) framework. It has published an official comprehensive UDI document targeting the entire healthcare ecosystem, explaining UDI rules, business benefits and implementation pathways for hospitals, clinical teams, supply‑chain stakeholders and manufacturers.

一、Australia’s UDI System

UDI:Unique Device Identification, which functions as an “ID card” for medical devices. Adopting globally harmonised coding standards, it enables end‑to‑end traceability of medical devices from manufacturing, distribution and in‑hospital usage through to device implantation in patients. Its overarching objective is to enhance patient safety.

Australia’s UDI framework consists of two key components:
Assigning UDI codes on device labels, all packaging levels, and in certain cases, permanent direct marking onto the device hardware itself.
Submitting UDI‑DI and associated device metadata to the Australian UDI Database (AusUDID), a free public repository. No patient‑identifiable personal data is stored within AusUDID.
A complete UDI comprises two segments:
UDI‑DI (Device Identifier, static):Identifies the manufacturer plus device model / version, acting as the device’s core ID number. A brand‑new UDI‑DI must be assigned whenever there are material changes to device specifications, performance or composition.
UDI‑PI(Production Identifier, dynamic):Carries production‑specific data including lot/batch number, serial number, expiry date and manufacturing date. Special requirements apply to serial / batch information for high‑risk implantable devices.

PS:Three issuing agencies are formally recognised by TGA: GS1, HIBCC and ICCBBA. The GS1 GTIN may serve directly as the UDI‑DI component.Every UDI shall be presented in both human‑readable text format and machine‑readable format (1‑D barcode or 2‑D Data Matrix). Instructions for use and patient information leaflets are exempt from mandatory UDI printing.

Special Term: Unit‑of‑Use Virtual DI
Where a primary package contains multiple individual devices without separate labelling (e.g. a tray holding 25 syringes), the outer tray bears its own UDI‑DI. Each individual unit inside receives a virtual Unit‑of‑Use UDI‑DI, which is recorded in AusUDID but not physically printed on hardware. This allows healthcare facilities to attribute each single device to an individual patient medical record.
二、UDI Benefits

The TGA document outlines value across six dimensions: clinical care, supply‑chain management, finance & billing, adverse‑event reporting, real‑world evidence generation and patient empowerment.

(一)For Clinical Staff
  1. Streamlined recall workflows: During safety incidents or product recalls, stakeholders can rapidly locate affected stock and identify patients implanted with problematic devices, preventing deployment of recalled or expired products.
  2. Minimise transcription errors & administrative burden: Barcode scanning replaces manual data entry and frees up more time for direct patient care.
  3. Fast device verification in clinical scenarios: Implant specifications can be quickly retrieved prior to revision surgery, emergency procedures or MRI scans.
  4. Standardised patient implant cards (PICs): Implantable devices are accompanied by patient implant cards carrying full UDI information for patients to keep as their personal device record.

(二)For Supply‑Chain & Procurement Teams
  1. Standardised and automated inventory datasets support demand‑driven stock management and reduce consumable waste.
  2. Supports anti‑counterfeiting controls, medical emergency preparedness and optimised contractual purchasing.
  3. Enables accurate and efficient removal of recalled devices across the whole supply chain.

(三)For Finance & Reimbursement
Standardised coding automates charge capture, mitigates revenue leakage and supports comparative health‑economic evaluation of medical devices.

(四)For Regulators, Researchers and Patients
  1. Adverse‑event reports supplemented with UDI codes strengthen the accuracy of safety alerts and recall communications.
  2. Linked datasets facilitate real‑world evidence research via clinical quality registries.
  3. AusUDID is open for public access free‑of‑charge. Members of the public may search or scan barcodes to access product documentation and recall notifications for devices they have used or received.

三、UDI-covered medical devices

Australia adopts a risk‑based phased roll‑out strategy for UDI compliance.

(一)UDI Requirements for Medical Devices
Device ClassRisk LevelUDI MandatoryExamples
Class ILow❌ ExemptFace shields, tongue depressors, non‑sterile gauze
Class Im (measuring function Class I)Low‑medium❌ ExemptOral syringes, ECG recording paper
Class Is (sterile Class I)Low‑medium✅ MandatorySurgical gowns, sterile gloves, basic IV sets
Class IIaLow‑medium✅ MandatoryDigital thermometers, automated blood‑pressure cuffs
Class IIbMedium‑high✅ MandatoryHypodermic needles, lung ventilators, external defibrillators
Class IIIHigh✅ MandatoryAortic heart valves, major joint prostheses, hernia mesh, absorbable sutures

Important note:At present, there is NO legislative mandate forcing healthcare providers to adopt UDI locally. Compliance obligations rest primarily with medical device sponsors / manufacturers. Nevertheless, regulators recommend early organisational preparedness.

(二)IVD (In‑vitro Diagnostic) Devices
  • Classes 2, 3 and 4 IVDs are subject to full UDI obligations.
  • For Class 1 IVDs: instrument / analyser hardware and software‑based IVDs require UDI; general cleaning solutions and microbiological culture media are exempt.

(三)Additional Exemption Scenarios
Devices for export‑only supply, custom‑made devices, patient‑matched devices supplied ≤5 units per financial year, products under the Special Access Scheme (SAS) / Authorised Prescriber Scheme (APS), and certain in‑house laboratory‑developed IVDs are exempted from UDI rules. Sponsors may voluntarily apply UDI for exempt devices.

(四)Special Rules for High‑Priority Device Categories
Reusable devices:Devices intended for repeated use across multiple patients and re‑processing cycles shall carry indelible direct UDI marking onto hardware. Implantable devices are exempt from direct marking. Direct‑marking requirements may also be waived if marking impairs device safety / performance or is technically infeasible.
Implantable devices:Full UDI (DI plus PI) shall appear on base packaging, both human‑readable and machine‑readable. For Class III implantables, the UDI‑PI must contain a serial number. For other implantables, UDI‑PI shall include either serial number or lot / batch number.

Software as a Medical Device (SaMD):Software‑based medical devices fall under UDI requirements. Major software feature changes that alter intended purpose will trigger assignment of a new UDI‑DI.

四、AusUDID: Australia’s National UDI Database

Hosted by TGA, AusUDID serves as the central data hub for Australia’s UDI ecosystem.
Supported search criteria:brand name, model, manufacturer, ARTG ID, GMDN term, UDI code; mobile camera barcode scanning is supported.
Users may download individual records or bulk datasets including patient information leaflets and electronic instructions for use where available.

Critical limitation:AusUDID only stores static UDI‑DI device‑model metadata. UDI‑PI (lot, serial, expiry) information is not saved in the database and remains present only on physical device labelling.

Clinically‑relevant modifications will act as “UDI trigger events” that necessitate allocation of a new UDI‑DI plus updated submission to AusUDID. Examples include changes to sterility status, MRI safety labelling, critical dimensions and major software revisions. Minor adjustments such as brand‑name rebranding or changes to package quantity do NOT trigger a new UDI‑DI.

五、Conclusion

UDI is far more than barcodes printed on packaging. For Chinese medical‑device manufacturers exporting to Australia: Closely follow updates published via the TGA UDI Hub for implementation timelines. For further enquiries, please contact Wiselink.
